对“社会治理”一词，可以在两个层面上加以认识：其一，是一种社会秩序供给模式；其二，是在既定的社会治理框架下开展行动。社会治理模式在历史演进中不断变化，一种模式必然会在演化中替代另一种模式，社会治理活动也会在此过程中发生改变。总体看来，人类已经尝试过统治型的社会治理和管理型的社会治理，随着全球化、后工业化运动的展开和不断深入，服务型社会治理模式正在兴起。服务型社会治理模式也可以称作合作治理模式，是人类在高度复杂性和高度不确定性条件下必然要作出的选择。比较不同的社会治理模式间的差别，我们指出作为一种社会治理模式的合作治理必将到来，目的是要自觉地建构和积极地推进合作治理，通过合作治理模式的建构解决不断涌现的新的问题。特别是在全球治理方面，推行合作治理已经刻不容缓。

The term "social governance" can be understood on two levels: first, as a model for supplying social order, and second, as the actions carried out within a given social governance framework. Social governance models evolve historically, with one model replacing another, and social governance activities change accordingly. Overall, humanity has experienced rule-based and management-based social governance. With the unfolding and deepening of globalization and postindustrialization, a service-oriented social governance model is emerging. This service-oriented model can also be called the cooperative governance model, representing an inevitable choice for humanity under conditions of high complexity and high uncertainty. By comparing the differences between these models and highlighting the advent of cooperative governance, this paper aims to consciously construct and actively promote this new approach to address the continuously emerging problems. Particularly in the realm of global governance, implementing cooperative governance has become a matter of great urgency.
